ICCPUD Interim Report to Congress on Development of a Plan for Combating Underage Drinking

The Substance Abuse and Mental Health Services Administration, on behalf of the Secretary of Health and Human Services, promised in April 2004 to present Congress with a "plan for combating underage drinking, including project costs and next steps to be taken." As part of the strategy in developing such a plan, SAMHSA, as chair of the Interagency Coordinating Committee to Reduce and Prevent Underage Drinking (ICCPUD), told Congress it would present an "interim report" in July/August 2004. That interim report was finally made available to Congress in January 2005. In a January 19, 2005, letter to SAMHSA Administrator Charles G. Curie, a number of public health groups raised questions about the lack of substance, accountability, funding levels and direction in the document submitted as an "interim report."
